The twelve provinces of the Netherlands all have their own character. Each province has a special history, a unique culture and distinctive landscapes. Provinces play an important role in solving social issues at the regional level, such as the energy transition and regional development. Provinces contribute to policy and implementation. They do this individually, but also jointly through the Interprovincial Consultation (IPO), the umbrella organization for the twelve provinces. The stock market listing acts as an advocate and driver for innovation and the exchange of knowledge.
Working on the IPO
The IPO has a strongly outward-oriented culture and carries out its task through various forms of cooperation with the 12 provinces and the administrative and social partners. For this collaboration, the IPO makes optimal use of its network, opens up the availability of knowledge and expertise, is high-profile and innovative, and positions the provinces to the maximum in their role in social issues. The key concepts are: task-driven, result-oriented, open network organization and from-to-by provinces. Being a task-driven network organization can be translated into a permanent core of employees who can be widely deployed within the current political tasks of the stock market listing. Depending on the task, programs, projects and goals, this fixed core is supplemented with a flexible composition of provincial employees who are temporarily deployed on the basis of substantive knowledge, expertise and experience. Within the stock market listing, we work with personal performance tasks. This means that you continuously enter into agreements with your manager about your employability within the breadth of the various provincial core tasks.
Energy and space
The Netherlands is in full transition. New homes must be built, there are great ambitions for renewable energy and industry, and mobility must become more sustainable in order to achieve the climate goals. These transitions demand a lot from our national and regional energy grids. Previously, other tasks could claim energy without problems. However, security of electricity supply appears to be a thing of the past due to increasing grid congestion. Therefore, the electricity grid must be used more intelligently, lead times for expansion and development of energy infrastructure must be shortened and the grid must be expanded quickly and efficiently. Solutions are also sought within new energy systems (such as hydrogen and heat) and other (temporary) innovative solutions, such as green gas. All these transitions and developments in the energy task have a strong spatial component. Because the energy infrastructure is not only a technical, but also a spatial task, which is strongly structuring and provides direction for future (spatial) developments. In addition, it is a big design task: the landscape through which the main energy structure paves its way is not empty and not without significance, and many other functions also require space. Spatial issues also play an increasingly important role in the realization of ambitions for solar and wind energy, hydrogen, nitrogen and green gas. The provinces play a large role in the space. After all, the management of the spatial puzzle will rest with the provinces.
The IPO is therefore immediately seeking the reinforcement of a hands-on adviser/lawyer with experience in energy transition and/or spatial development.
Your first task is to come up with proposals from the perspective of the cooperating provinces to increase the importance of energy infrastructure within the provincial spatial puzzles, shorten the lead times of spatial procedures and program energy infrastructure in relation to spatial development. . You do this in the policy network, which is jointly responsible for this. You therefore work closely with the national government (BZK and EZK), municipalities (VNG) and the network operators (Netbeheer Nederland).
You act as the provincial face to these other governments, public and private parties on the energy and space issue. You are the link between the provinces and, in consultation with the provincial supporters, you know how to advance this task, including the spatial integration side of it. To do this, you follow the formal process of working groups and official and administrative advisory committees, but you develop your own network to gather knowledge and skills through the informal path.
You know how to gather the input of the 12 provinces into a unified point of view and you can disseminate this in the relevant network, and you know how to find the balance between the wishes of the provinces and the possibilities that are available. . You defend the interests of the provinces to the outside world, but you can also explain the results of the negotiations or political processes to the followers and defend them where necessary.
Above all, you advise the 12 provincial administrators for climate and energy and also physical planning on the domain of energy and space. You are a real sparring partner and adviser in preparation for administrative consultations with the minister, other decentralized authorities as well as public and private. The dynamics in the files are high. You can quickly switch between different files and the associated interests, but you also know how to connect them where necessary, and you keep the overview for yourself and others.
What do you want to do?
• You prepare advice and proposals on behalf of and with the 12 provinces on issues related to energy and spatial planning;
• Together with the senior advisor/program manager, you are the official interlocutor for the government, VNG, Netbeheer Nederland and other partners.
• You participate on behalf of the cooperating provinces in relevant (national) working groups. You facilitate knowledge sharing between cooperating provinces.
• You ensure that your task is properly coordinated with colleagues working within the Energy and Climate team, but you also act as a link to the Spatial Development, Water and Housing (ROWW) team.
• You work with topics such as:
o Ensure the importance of energy infrastructure (in the starter packages for) in the provincial spatial schemes;
o Representation of provincial interests within the Main Energy Structure Program (PEH) and other national projects at the interface between energy and space, such as the development of the project law;
o Preparation of the spatial components of the provincial long-term energy and climate infrastructure programs (PMIEK);
o Preparation of actions to speed up spatial procedures and permits for the realization of energy infrastructure.

• You have excellent and demonstrable editorial and communication skills You recognize yourself in the IPO core concepts; task-driven, results-oriented and open network organization.
What do we offer?
• This is a position in the permanent core of the IPO, we offer a contract of one year with a view to an indefinite contract, whereby the IPO is also open to candidates from the provinces to shape this on the basis of secondment;
• IPO employee B position, scale 12 depending on experience (maximum € 6,323.27 gross for full-time employment);

• A study budget of EUR 5000 per five years;
